When Tack upsets Zigzag the Vizier, the wizard drags him off to the royal castle, where Princess Yum Yum falls for the bashful boy and saves him from execution. Unfortunately, Zigzag plans to marry the princess in order to succeed her father, King Nod. The Thief, meanwhile, is more interested in gold than love and takes off with the protective orbs topping the palace. Together Tack and Yum Yum attempt to retrieve them in order to prevent Zigzag and the One-Eye army from conquering the city.

4 songs listed in the Soundtracks, but none of these were listed in the music credits starting ~1h:35min, where they list Rimsky-Korsakov and Khachaturian among other classical works.
Per IMDb Alternate Versions page, "As of 2006, six versions of the film exist. The first is a work-in-progress print from 1992 that features most completed animation edited together with storyboards and pencils-only animation. It also features the original dialog and music tracks. This is the version most commonly bootlegged." This could describe what I watched, which is labeled "The Thief and the Cobbler Recobbled Cut Mark 3."
I chose the poster that matched the animation I saw. The main poster on the IMDb page does not.
Why bother? Dir. RW was the animation director for ...Roger Rabbit ('88). The animation here bears no resemblance to that.
To be honest, I dozed off a lot. This has little dialog, and the quality of the print, and unfinished nature of the print made it less than attention-grabbing. Because I dozed, I'm being generous not assigning a 5. But I'm not convinced it's worth trying again. If so, read the trivia and Alternate Version pages, and see if you can find that Mark 4 workprint referenced on the Vimeo page.
