This story takes place during the 1920s (judging by the women's clothing) in the Louisiana bayou, with a gator who plays trumpet and wants to be human so he can jam in N'Orleans. A firefly helps the frogs+gator get to the great old witch so they can fulfill their needs (not their desires). 

This may be more of a 6+ or 7. I can't tell if the story sagged or if I got distracted. The animation looks old-school "2D" drawn figures. Most of the time, the 2 primary characters are manifested as frogs.
