The primary trouble-maker is a double-ponytailed girl named Riff Randell. She promotes anarchy on campus while looking like someone who would have worn a poodle skirt 20 years earlier. She's written a song for her music class that she thinks The Ramones should perform. So she pursues them when they come to town. I don't remember seeing her parents.

The Ramones look "dangerous", but their speed metal doesn't sound as destructive as this girl ultimately gets (blowing up a 2-story school building). One of the songs they sing is Do You Wanna Dance. Frankly, their music seems monotonous, and is the "best" thing about this film. That's intended to indicate (flashing red warning) AVOID. 

The school principal brings a lot of grief upon herself by try to be a fascist without any muscle to enforce her rules with the students. At one point she collects a lot of Ramones records and burns them. <eyeroll> 

It's just a miserable students vs. admin flick.
