I don't believe BH was the scoutmaster; he was the chaperone to the 7-boy scout group who earned a trip to Paris; BH worked for the tallest boy's father.

RY was a gambler who would stack the deck in the favor of a stranger at his table, then after the winnings were assigned, he would challenge that person to a winner-take-all cut of the cards. When George Reeves declines (having figured out the scam), RY strangles him with a knotted handkerchief (possibly the most preposterous murder in film history. GR wasn't even drunk, was seated and could have easily flipped RY over his body.) RY boards the same ship as BH, and...

RF, with her father, are impoverished minor royalty coming to America to sell their last asset, a large-jeweled necklace. The father is "the best card player in Europe" but is subject to RY's skills. BH falls for RF at first sight. RY paints BH as rich, so RF chases BH. Soon BH comes clean, as does RF, and I forget why RY decides to kill BH. When RF discovers RY's deeds, RY tries to kill her too. The boy scouts bring help to BH/RF, and RY is captured. The new couple kisses to signify happily ever after. The End.

It's an ok comedy, shrug-worthy, but not horrid.
